The Obama administration has committed to doubling US exports in five years, partly via a substantial boost in small business exports that will be encouraged by an additional $2 billion of lending authority to the Export-Import Bank and an outreach program embarked upon by the Department of Commerce. These steps, though useful, are small, and Gary Clyde Hufbauer presents three suggestions to promote more small business exports in his testimony: (1) Congress should require an administration-provided annual report that includes past performance and future expectations of small business exports; (2) export finance should be dramatically boosted for small business firms; and (3) the Small Business Administration and Department of Commerce should bolster the information and technical assistance programs offered to small business exporters.
